About Brain Injury Advocacy
The Brain Injury Association of America (BIAA) is the nation’s leading voice on brain injury policy. Through our advocacy efforts, we work to elevate the needs of survivors, families, and caregivers in the halls of Congress, state legislatures, and federal agencies. BIAA champions policies that protect access to care, expand research, strengthen community services, and promote prevention.
Driven by lived experience and united in purpose, BIAA’s advocacy ensures that the brain injury community is heard, respected, and represented at every level of government.
The Brain Injury Action Coalition (BIAC)
The Brain Injury Action Coalition (BIAC) is a national partnership of organizations united to advance advocacy and awareness for the brain injury community. Convened by the Brain Injury Association of America (BIAA), the coalition brings together leading nonprofits, professional associations, and allied groups to speak with one voice on shared priorities. Its central mission is to build momentum for the nation’s first National Brain Injury Action Plan, a comprehensive framework that, like the national plans for Alzheimer’s disease and autism, will prioritize brain injury in federal policy, research, and services.
By coordinating advocacy strategies, amplifying grassroots voices, and leveraging the expertise of diverse partners, BIAC strengthens the policy influence of the brain injury field and ensures that survivors, families, and caregivers are represented at the highest levels of government. By working collectively rather than in silos, BIAC maximizes the power of its members and accelerates progress toward systemic change that benefits the millions of Americans living with brain injury.
Congressional Brain Injury Task Force
The Congressional Brain Injury Task Force (CBITF) was founded in 2001 by Congressman Bill Pascrell, Jr., to raise awareness of brain injury, expand research, improve access to rehabilitation, and secure funding for essential programs.
Today, the Taskforce is co-chaired by Representatives Chris Deluzio and Morgan Luttrell, continuing its bipartisan tradition of leadership. Over the years, the CBITF has played a critical role in advancing legislation such as the reauthorization of the Traumatic Brain Injury Act, securing appropriations for research and prevention programs at agencies like the CDC and HHS, and elevating brain injury as a national public health priority through congressional briefings, hearings, and Brain Injury Awareness Day on Capitol Hill.
Its impact is seen not only in laws and funding but also in the way brain injury is understood. Due to the work of the CBITF, brain injury is being seen as a complex, often lifelong condition that requires sustained attention and support.
Membership in the CBITF has grown steadily, bringing together lawmakers from across the political spectrum and across the country to advocate for survivors, families, and caregivers. Constituents can play a direct role in strengthening this effort by encouraging their Representatives to join the Congressional Brain Injury Task Force.
BIAA’s Awareness & Advocacy Ambassadors
The Brain Injury Association of America (BIAA) is proud to launch the Advocacy & Awareness Ambassador Program, a first-of-its-kind initiative designed to train and empower volunteer leaders from across the country. Ambassadors will gain the tools, skills, and confidence to share their stories, engage with lawmakers, mobilize their communities, and raise public awareness about the impact of brain injury. Through structured training, ongoing support, and meaningful advocacy opportunities, the program creates a pipeline of leaders who will help shape the future of brain injury policy and awareness at both the state and national levels.
We are excited to announce that the inaugural class of Ambassadors kicks off in Fall 2025. This marks the beginning of a new chapter in survivor- and caregiver-driven advocacy.
